Driving Urban Transitions (DUT) - Call for Evaluator of Project Proposals | Deadline: 1 dec. 2025
The Driving Urban Transitions (DUT) Partnership invites applications from experts in the fields of mobility, energy and circularity to support the evaluation of project proposals submitted under its annual call.
Created under the Horizon Europe, EU’s Research and Innovation (R&I) Framework Programme, the DUT partnership aims to fund transformative research and innovation to build capacities of urban stakeholders and empower them to drive urban transitions across Europe and beyond.
Applicants are expected to demonstrate a high level of expertise and professional experience in the topics of the DUT Call 2025. Project proposals will be organised into three thematic areas, the Transition Pathways (TPs) which constitute the strategic pillars of DUT:
15-minute City (15mC TP):
- Next steps for multimodal urban mobility, building on the travel experience
- Reimagining parking – transforming urban parking policies
- Mobility policymaking in context of radical contestation
Circular Urban Economies (CUE TP):
- Resilient green and social infrastructure
- Sustainable tourism – circular benefits and challenges
- Public procurement to foster urban greening and circularity
Positive Energy Districts (PED TP):
- Driving a just transition: PED strategies in social and subsidised housing
- Ensuring positive socio-economic impact: PEDs in local economies and energy markets
- PEDs in urban heating and cooling strategies
Role of DUT Expert Panel Members
Members of the DUT Expert Panels will be responsible for:
- Read and analyse between 7 and 15 pre-proposals submitted to the DUT Call 2025
- Evaluate each proposal according to the DUT evaluation criteria (see DUT Call Text, Section 4.5 – page 38)
- Discuss your evaluations with fellow experts during online DUT Expert Panels, which will take place at the end of January 2026 (last week). Depending on the Transition Pathway and the number of pre-proposals evaluated, attendance will be required for between 1 and 3 days.
- Deliver a summary report for three or more evaluated pre-proposals.
All activities will be conducted remotely.
Compensation
- 358,19€ per day of attending an Expert Panel meeting
- 37,42€ per pre-proposal evaluated
- 37,42€ per evaluation summary report
The deadline for applications is 1 December 2025 (22h59, mainland Portugal time).
