FCT opens public consultation on new Open Access Policy

Updated document reveals the commitment made with the FCT's adhesion to Plan S

The Portuguese Foundation for Science and Technology (FCT) has just launched a public consultation for its new policy on open access to scientific publications resulting from research funded by the Foundation. Contributions to the document, available at this link, should be sent to cp-politica-aa[at]rcaap.pt until next 22 May.

The FCT Policy on Open Access was adopted in 2014 and the experience resulting from its application, in addition to the developments that have occurred and the growing awareness of the benefits of open access publishing impose, according to the Foundation, the need for a thorough review. The adhesion of FCT to Plan S (promoted by cOAlition S and supported by Science Europe) is another important influence for the revision of the Policy. By joining Plan S, FCT committed itself to the objectives of the initiative: to ensure that all publications resulting from research funded by member institutions are published in open access journals or platforms or made available in open access repositories, without embargo.

Besides applying to scientific articles, master's dissertations and doctoral theses, for the first time the FCT Policy expressly contemplates books, book chapters and monographs.

The new Open Access Policy defines what Open Access is, what the publication requirements are for each type of publication, how rights are retained, postulates the requirement for deposit in the RCAAP network and presents the rules for publication. The document also includes an annexe with minimum technical standards for Open Access journals or platforms.
